Established in 2009, the Department of Planning, Research, and Statistics is the intellectual engine of the Ministry. It is responsible for formulating plans and policies, as well as devising methods for periodic reviews of the Local Government sector. The department prepares medium-term development plans and critical policy documents, such as the Local Government Economic Empowerment and Development Strategy (LEEDS).
Beyond policy formulation, the department plays a pivotal role in the preparation and coordination of the annual budgets for the Local Government Councils. It ensures that budgets are realistic, aligned with state priorities, and implemented effectively to drive socio-economic development.
The department acts as the central secretariat for enforcing due process in Local Government affairs, specifically regarding contract procedures for projects and procurement. It is responsible for the monitoring, evaluation, and reporting on all project and programme implementations across the 44 LGAs.
A key function of the department is data management. It handles the constant collection and processing of statistics relating to socio-economic planning. This includes managing the Local Government information resources, such as the data bank, computer services, and libraries, ensuring decisions are data-driven.
Furthermore, the department serves as the primary liaison with external bodies. It coordinates with the Ministry of Planning and Budget, the National Planning Commission, the National Bureau of Statistics, and International Donor Agencies to attract and manage developmental support.
The supervising authority for the 44 Local Government Areas and the Emirate Council, ensuring effective administration and grassroots development across the state.
