This department is charged with the complete lifecycle management of the Unified Local Government Service workforce. It oversees the recruitment of qualified personnel to ensuring that the 44 Local Government Areas are staffed with competent individuals capable of delivering public services.

In addition to hiring, the department manages the exit process for staff. It facilitates approvals for retirement and processes death benefits, ensuring that public servants who have served the state are treated with dignity and that their entitlements are processed efficiently.

Strategic Functions

A major focus of this department is Capacity Building. While it handles recruitment, it is also responsible for identifying training needs and organizing programs to enhance the skills and productivity of existing staff members.

The department plays a crucial role in the Retirement Administration. It maintains the records of staff due for retirement and liaises with the pension board and relevant agencies to ensure a smooth transition for retirees from active service to pensionable life.

Additionally, the department handles Welfare and Benefits related to exiting staff. This includes the sensitive task of processing death benefits for the families of deceased staff members, ensuring that the Ministry fulfills its obligations to its workforce.

The supervising authority for the 44 Local Government Areas and the Emirate Council, ensuring effective administration and grassroots development across the state.
